The only way to recover a device in this state is to use the recovery data file which you can generate for each workstation on the Protect server, as I've talked about above and our tool which can decrypt systems outside of the OS. The 'Wipe FDE login password' feature wipes all the logins from the device, therefore there is no way for the user to login to the device, subsequently they can't even recover the user as it no longer exists. Recovery data is stored per workstation within EFDE, this data is created when encryption starts on the machine itself so even if the user changes their password, the data will still be the same on the Protect server and you will still be able to use it in the event of disaster. As ever though, if you're in a situation where a system isn't booting then please refer to the EFDE knowledgebase and your local ESET Support if the steps aren't working. If something were to go wrong that was unrecoverable then you would still have a backup.
